Following the introduction of the organic waste collection on a national level and the amendments introduced in the regulations related to the abandonment, dumping and disposal of waste in streets and public places or areas in October 2018, the Ministry for the Environment, Sustainable Development and Climate Change has now amended the legislation to optimise the current waste collection schedule.

The amendments outlined in the published legal notice reflect a continuous consultation process spearheaded by the Ministry for the Environment, Sustainable Development and Climate Change held during the past months together with all relevant stakeholders including local councils and operators. The amendments proposed were directly outlined by the key stakeholders who evaluated the impacts of the local context and scenarios experienced after October 2018.

The amendments submitted by local councils can be categorised as follows:

1.       Amendments in the collection time to address complaints that the collection time was not appropriate to behavioural patterns;

2.       Changes to the frequency of collection of mixed waste to address littering occurrences (not exceeding 3 weekly collections of mixed waste); and

3.       Revised frequency of recyclables’ collection after consulting with the respective Producer Responsible Organisation.

The following are the revisions becoming in effective in LN 181/2019 by locality. Any localities not identified in this list will maintain the already established schedules.

 

Local Council

Attard

Change in collection time for all waste streams (from 07.00 to 07.30).

Dingli

Change in the collection time for Monday to Friday (from 18.00 to 18.30) and change in the collection time for Saturday (from 18.00 to 13.00).

Floriana

Specifying that the time for the Friday recycling bag collection is at 11.30.

Kalkara

Change in collection time for the recycling bag (from 13.00 to 07.30). All collections will be at 07.30.

Marsaskala

Change in the collection day for glass, from Friday to Thursday.

Saint Paul’s Bay

Change in the time for the recycling bag collection on Tuesdays and Fridays (from 10.00 to 08.00). Also, increase in glass collection from once to twice monthly.

Tarxien

Change in collection time for all waste streams (from 08.00 to 07.00).

Żejtun

Change in collection time for all waste streams (from 07.00 to 08.00).

Balzan

Addition of one black bag collection on Mondays (from twice weekly to three times weekly), in line with standard practice. Also, removal of garden waste collection.

Nadur

Addition of one black bag collection on Saturdays, from July to September (black bag from twice weekly to three times weekly), in line with standard practice.

Fgura

Addition of one recycling bag collection on Fridays (from once weekly to twice weekly).

Luqa

Shifting of the Tuesday mixed waste collection to Thursday and the addition of a recycling bag collection on Tuesdays (resulting in three black black bag collections weekly and two recycling bag collections weekly).

Mosta

Addition of one glass collection from once monthly to twice monthly on the first and third Friday of the month.

Pembroke

Remove recycling bag collection on Friday (from two recycling bag collections weekly to one recycling bag collection weekly).

Ta’ Xbiex

Addition of one glass collection from once monthly to twice monthly (on alternate Fridays) and change in the collection time for all collections (from 08.00 to 09.00).

Sliema

Addition of one black bag collection on Sundays, from July to September – black bag from three times weekly to four times weekly.

Xlendi
